No, Second Son is a brand new storyline within the inFAMOUS franchise featuring an all new lead protagonist, Delsin Rowe, with a new origin story. While key events within the inFAMOUS universe do tie the games together, Second Son is not a continuation of inFAMOUS 2 as a third title in the Cole MacGrath saga.

I had a thought, maybe Delsin looks up to Cole like he is his hero, that's why he thinks he is destined for greatness, because he thinks he can be like Cole.

We’re not discussing gameplay features, mechanics, or additional storyline details at this time, but we can tell you that Delsin’s choices will play an important role in the story as his decisions will ultimately determine the future of everyone around him.

I think he's implying that it could be after either ending. Both John and Cole "decimated the east coast" as The Beast.

Several conduits were created by John as well. I think it's intentionally vague so either ending could work.
